The Uttar Pradesh government has approved the Master Plan 2041 proposed by the Yamuna Expressway Industrial Development Authority (YEIDA), designed to promote development around the Yamuna Expressway and areas near the upcoming Noida International Airport in Jewar, which is expected to start operations by April 2025.
Key Revisions and Focus Areas
The state government recommended modifications related to:
- Zoning regulations for data centers, green spaces, healthcare facilities, and research centers.
- Transport infrastructure and Yamuna flood zones also required updates.
Plan Approval Process
- YEIDA had initially sent the Master Plan 2041 for approval in January 2024.
- The government, in July 2024, requested revisions before approval.
- YEIDA implemented the necessary changes and resubmitted the plan, which has now been accepted.
- YEIDA CEO Arun Vir Singh stated that the plan will guide future urban and industrial development in response to growing demands driven by the airport project.
Coverage and Development Areas
YEIDA oversees 3,352 square kilometers across six districts: Gautam Budh Nagar, Bulandshahr, Aligarh, Mathura, Hathras, and Agra. The Master Plan 2041 emphasizes Phase 1, covering 759 square kilometers within Gautam Buddh Nagar and Bulandshahr.
Major Projects in the Master Plan 2041
Several flagship projects are included in the plan, such as:
- Medical Device Park
- Semiconductor Park
- Olympic Park
- Electronic City
- Film City
- Central Business District (CBD)
- Aerotropolis near Noida International Airport
An Olympic Park covering 480 hectares is proposed to support future international sporting events, with facilities and accommodations for athletes. Additional commercial developments are also planned to cater to business and shopping needs on a city scale.
Heritage City and Urban Raya Centre
YEIDA addressed concerns raised by the state’s chief town and country planning department regarding the Urban Raya Centre, a significant element of the plan. The proposal also includes a Heritage City near Mathura, with an estimated project cost of ₹7,200 crore for the first phase, covering 753 acres.

YEIDA was established on April 24, 2001, to ensure structured development along the 165-kilometer-long Yamuna Expressway between Greater Noida and Agra. Its goal is to drive industrial growth and urbanization in the region, thereby creating employment opportunities.
The notified area under YEIDA spans around 2 lakh hectares across 1,187 villages within six districts, focusing on industrialization and urban expansion.
